The minimal weapon set shall be defined as man-powered devices such as knives, clubs, lances, bows and arrows.  No form of enhanced weaponry such as catapults, battering rams or weapons that leverage the strength of the individual user (such as cross bows or explosives) shall be allowed.  Possession and/or use of explosives shall be illegal and severely penalized except with the possession of a special permit for legitimate uses such as mining, construction, demolition and (?)fireworks.  Similarly, purchases of high-nitrogen fertilizers and any other substances from which explosives can easily be produced (as was done in the Oklahoma City bombing of the Federal Building) shall be registered.  Sale or purchase of such substances without proper registration shall be severely penalized.
